Our largest acquisition sits just south of Inglewood: a sixty-nine unit building in Hawthorne, bought as principal. That is the scale we can absorb in this part of the county without a lender contingency or a marketing period. We have not closed in Inglewood itself yet — but nothing about an Inglewood building would be new to us.
Postwar, and there is plenty of it.
Garden buildings on big lots.
Inglewood built out through the fifties and sixties. Two-story walk-ups and garden apartment buildings, often ten to forty units, on lots that would be unthinkable at these prices on the west side.
Its own city, its own ordinance.
Inglewood adopted local rent control separate from the Los Angeles RSO. We buy under it. We transact across several jurisdictions and factor the local rules in from the first call.
This market changed in a hurry.
SoFi, the Intuit Dome, the K Line. Not much in the county moved as fast over five years. If you have owned Inglewood multifamily a long time, a number from a few years back is stale.
Inglewood is its own city, and the rules are genuinely different.
Inglewood incorporated in 1908 and has been an independent charter city ever since. Neither the Los Angeles Rent Stabilization Ordinance nor Measure ULA reaches a building here. Most owners we speak to do not realize how much that is worth.
There is no Measure ULA here. None.
Sell a $6,000,000 apartment building inside the City of Los Angeles and Measure ULA takes 4% of the entire consideration once you cross $5,400,000 — and it counts any loan the buyer assumes. Sell the same building in Inglewood and the documentary transfer tax is the conforming general rate of $1.10 per $1,000. That is the whole tax. The Los Angeles County Registrar-Recorder lists only five cities with a special city transfer tax, and Inglewood is not among them. For a seller near or above the ULA threshold, being on this side of the city line is the single largest number in the transaction.

Inglewood’s rent control has a rolling cutoff, not a fixed one.
This is the structural difference nobody explains. Los Angeles freezes RSO coverage at buildings first built on or before 1 October 1978 — a date that never moves, so the covered stock only shrinks. Inglewood does the opposite. Under Municipal Code section 8-125(k)(7), housing issued a certificate of occupancy within the previous fifteen years is exempt. That window rolls forward every year, which means newer buildings age into rent control here rather than out of it. If you own something built in the early 2010s, it is worth knowing exactly where it sits against that rolling line.

Two formulas, depending on your unit count.
The city runs a split rule under section 8-127. Buildings of five units or more get the greater of 3% or the change in CPI. Buildings of four units or fewer get 5% plus CPI, capped at 10%. CPI is measured for Los Angeles–Long Beach–Anaheim over the twelve months ending 30 April, and you may take one increase per twelve-month period. The 2021 amendments removed the ordinance’s sunset date and pulled small properties in, so a fourplex here is regulated where the same building in an unincorporated pocket might not be. Confirm the operative percentage with Inglewood Housing Protection at 310-412-4330 before you serve anything — the published figure has not always tracked the formula.

An unregistered unit cannot collect rent, and the buyer re-registers.
Registration under section 8-126 is annual, due on or before 1 October, and applies to any property with two or more units as well as any rental owned by a company, LLC or partnership regardless of size. A new owner has thirty days from the sale to register. While a unit is unregistered the owner may not advertise it, demand or accept rent, raise rent, petition the city, or maintain an unlawful detainer. There is also a separate business tax of $20 per unit per year. And the relocation schedule is heavier than most expect: three times monthly rent plus $2,000 where minors reside, plus $2,000 to $5,000 by tenure and $7,500 for a senior or disabled tenant, payable within fifteen days of notice.

The Olympics land here in 2028.
SoFi Stadium hosts Olympic swimming — the largest Olympic swimming venue ever built — and co-hosts the Opening Ceremony with the Coliseum, plus the Paralympic Opening Ceremony. Intuit Dome hosts basketball. Super Bowl LXI arrives 14 February 2027, and SoFi is a 2026 FIFA World Cup venue. Hollywood Park around it runs roughly 300 acres. One correction worth having, because brokers still market against it: the $2.4 billion Inglewood Transit Connector people mover was indefinitely postponed by the City Council on 22 April 2025 and rescoped to a phased surface-transit program. It is not cancelled, and Phase 1 work continued through 2026 — but nobody should be pricing an automated people mover into your building.
